Construction Engineer

Responsibilities:

• Support construction organization during bid and execution of construction activities, ensuring the management of the interfaces with engineering and procurement departments, overseeing the availability of the construction materials and equipment;
• Ensure full compliance with safety procedures, quality standards, corporate and project requirements through the implementation of company tools and methodologies;
• Support project organization on construction Strategy definition and construction execution plan;
• Promote safe works practices and environmental protection, ensuring that safety standards are respected;
• Ensure the fulfilment of the project quality and contractual requirements;
• Coordinate with Project Team the set-up of time schedule;
• Give all information regarding the progress of the work indicating the cause of deviations between the program and the work carried out and propose solutions and/or request instructions to overcome these problems. Control production parameters in terms of efficiency and productivity;
• Support the Construction Superintendent during data workflow set-up and its continuous monitoring;
• Support the resolution of technical problems encountered during the execution of the works;
• Support the Construction Superintendent and Supervisors during the verification of quantities accounts of the works, including updating man-hours and cost estimates for scope of work changes;
• Ensure the supervision and monitoring of the works performed, subcontracted or in direct hiring. Coordinate technical resources, indicating any needs or surplus. Plan and monitor vendors or any specialists activities at site;
• Coordinate with Procurement Team the correct set-up of materials procurement flow;
• Ensure the preparation of RFQ during Bid and Executive Projects, including their TBE for final evaluation of Subcontracts and Services;
• Ensure the preparation of TCF design, procurement and construction methods and schedule;
• Ensure the capitalization of construction experiences through data back up with necessary traceability.

Requirements:

Qualifications & Experience: Education: Bachelor or Master in Mechanical, Naval Engineering/Construction;
Years of Working Experience: At least 5 years' experience in Construction Within Oil and Gas Industry in a relevant role;
Knowledge of Languages: Azerbaijani (fluent), English (fluent)

Other skills/Certificates Required:
• Capability to plan construction activities in the assigned time frame;
• Knowledge of construction sequences for all disciplines. Knowledge of activities weight (standard man-hours, expected man-hours) and applicable efficiency (day inches per day, thumbs per day, cube meters per day);
• Knowledge of the main international Construction standards, codes and regulations;
• Knowledge of contract schemes and technical annexes / clauses;
• Understanding and application of HSE Project Plan. Promotion of safe works practices and environmental protection. Application and promotion of safety intervention. Effective HSE communication (TBD, HSE meetings, etc.). Understanding and correct use of permit to work system and risk assessment;
• Capability to manage internal interfaces among different functions and external interfaces with client, vendors, subcontractors and third parties;
• Knowledge of prefabrication, fabrication and installation methodologies for piping, piping underground, steel structures and supports. Knowledge of methodologies for the installation of static and rotating equipment. Ability to evaluate a fabrication sequential order considering internal coating requirements. Awareness of heavy lifting methodologies;
• Capability to plan assigned project team activities defining technical roles and tasks and estimating the needed number of resources and their skills, in order to meet project milestones and targets;
• Understanding and application of a project execution and construction plan. Capability to execute the assigned activities in order to achieve the scheduled targets;
• Familiarity with Project QA/QC plan and methods, procedures and requirements for the related application;
• Familiarity with measurement methodologies and material quantities, in order to control the progress and related costs. Familiarity with the accounts control submitted by subcontractors. Knowledge of methodologies to evaluate the activities efficiency;
• Capability to read and interpret technical project documents;
• Knowledge of welding and NDT techniques, procedures (e.g. WPS, PQR) and equipment.
