Job Description

Work Location: Offshore Construction Vessel

Responsibilities :

HSE Coordinator is the person assigned to assist and support all activities on the vessel are carried out in a safe manner, in accordance with the approved HSE policies and procedures, plans and best practices and international standard practices;
Advise the Vessel Management Team (VMT) and HSE Manager Onshore  of any HSE concerns and non–conformance with procedures, plans, etc.;
Attend and present Toolbox Talks (TBT), Safety Stand Downs (SSD), etc. and advise on safety practices, safe use of equipment, use of Personal Protective Equipment (PPE) etc;
Promote HSE awareness among vessel personnel and assist with HSE training activities, as necessary;
Ensure the application of specific project HSE documents/procedures, HSE campaigns/initiatives and Permit To Work (PTW) system;
Participate in regular HSE / progress daily/weekly meetings on the vessel and ensure that agreed actions are duly and timely implemented;
Participate and ensure that suitable and sufficient Project/Site Risk Assessments/JSA including their prescribed existing/additional control measures have been carried out for the jobs to be performed and that the Supervisors/workforce is aware of the contents;
Ensure that project HSE Procedures & Plans, including applicable HSE technical standards are known to site personnel and are well understood;
Monitor and report Company and Subcontractors’ HSE performance on site/vessel;
Inform vessel VMT of needs for improvements in HSE procedures, training, instruction, information materials and/or equipment, etc.;
Participate in project HSE audits as required, including PTW audits;
Carry out regular (e.g. daily / weekly / monthly / etc.) HSE inspections, alone or in conjunction with vessel management representatives, in order to measure the degree of compliance with legislation, regulations, procedures and instructions;
Ensuring the inspection and reporting of site safety HSE equipment (fire extinguishers, first aid kits, safety harnesses, fall arrestors, confined space rescue equipment, gas testers, loudhailers, spill response kits, ladders, etc.) is available, duly certified, operational, properly stored and regularly checked;
Liaise with Client & Subcontractor representatives with regard to Health, Safety, Environmental Participate in the application of Emergency and Contingency Plans, including drills and exercises;
Liaising with Site Doctor, whenever necessary, including when organising drills and exercises (as part of his Roles & Responsibilities during a Med Evac situation);
Fully adhere, at all times and irrespective of the work place, to Company Health, Safety, Environmental and Quality (HSEQ) policies, procedures and requirements;
Perform other related duties as assigned by Superior within his/her technical capabilities

Requirements :

Qualifications & Experience:

Education: Higher education 
Work Experience:  
3-5 years of experience in a similar position offshore within Oil and gas industry
Knowledge of Languages:  
English (fluent), Azerbaijani (fluent)     
Other Skills/Certificates Required:
Knowledge of local HSE legislation and main important international standards on HSE
management system (e.g. ISO 14001 ISO 45001);
Definition, knowledge, understanding and application of HSE procedures and Project requirements for all project phases;
Able to interact and communicate effectively with individuals at all levels of the organization; 
Ability to identify and resolve problems in a timely manner;
Good planning and organizational skills.
