Head of IT Customer and Enterprise Management Platforms Department Telecom

Job Description

Responsibilities :

*To manage CEMP Department ensuring all teams workload and priorities are set according to demand, procedures, plans, in line with company strategy and resources availability;

*Control CAPEX and OPEX within the planned levels and realize optimizations by effective team management and pro-active support;
*To manage Platforms, Applications and Services Architecture Layout, Development Plan and Roadmap creation and updates according to company strategy, and ensure relevant implementation and follow up;
*To perform effective Project management and ensure resources are available to support all assigned projects according to Business priorities and company strategy within the resources limitation;

*To implement and manage Change and Release Management according to best industry practices;
*To manage and support creation and maintaining of processes, procedures, work instructions and relevant documents to facilitate department workflow and support experience and knowledge sharing between team members;
*To plan and manage all Customer and Enterprise platforms capacities an ensure expansions and updates are performed according to utilization within budgeted limits

Requirements :

Education and work experience:
*University degree in Computer Science, Electronic    Engineering or relevant 
*At least 10 years of work experience in Telecom Billing /BSS/Applications/VAS platforms architecture, design,  development, engineering, implementation, integration and support
* At least 6 years of team management experience
*At least 6 years of experience in Telecoms/IT Project Management
*Experience in working with vendor/partners
Skills and competencies:
*Knowledge of MS Office Programmes;
*Good Knowledge of Telecom BSS/ Billing/VAS/ Applications architecture;
*Knowledge of protocols used in VAS, cellular and computer networks (SIGTRAN, MAP, TCP/IP protocol family, Camel, xml, DCC, SMPP etc), Programming languages, Databases, Operating systems;
*Good knowledge and experience in administration, engineering, configuration and management of Applications, VAS and Service Delivery platforms;
*Fluent knowledge of Azerbaijani, Russian and English languages
