Job Description

Responsibilities :

JOB SUMMARY

The position of Commercial Manager (“CM”) is responsible for the commercial matters related to a specific oil & gas producing asset/Operating Company (“OpCo”). Principle responsibilities include to ensure the effective delivery of oil to the partners’ agents and sales representatives so as to fully discharge OpCo delivery responsibilities; to ensure that all government, regulatory, OpCo and partner approvals are in place for oil delivery and be responsible for coordinating the delivery schedules; to maintain approvals and records for CCO deliveries; to track, record and reconcile all payments received (including ensuring oil price received is consistent with relevant sales contracts) and are properly disbursed where the OpCo acts as agent. The CM also provides leadership in identifying, analysing and making recommendations regarding various commercial initiatives, including economic analysis of potential asset level investments and preparation of long-range forecasts.  Reports directly to the General Manager of the OpCo.

ROLES AND RESPONSIBILITIES
Manage all aspects of hydrocarbon sales transactions
Manage all reporting issues to Company under relevant provisions of the PSA with respect to net-back calculations, Cost Recovery and other relevant external and internal reports
Establish export routes required by partners and Company as needed
Establish delivery schedules of oil; ensure that this is coordinated between OpCo, partners and government bodies and that deliveries are in accordance with the PSA and any applicable sales and agency agreements
Manage all documentation, approvals (governmental, customs and partner) for oil and gas deliveries and sales
Advise and coordinate all aspects of deliveries (CCO and export) and payment of proceeds with OpCo, field, partners and agents for the partners and Company
Maintain full commercial records for hydrocarbon transactions, including tracking achieved netbacks against global and regional oil price benchmarks
Generate and distribute forward oil (and gas) forecasts
Provide OpCo Management with commercial initiatives for consideration which can render the field operation more cost efficient
Prepare economic analysis of asset level investment projects
Participate in AWPB process and drive commercial elements thereof
Perform long-term economics simulation and forecast of main commercial results of the field(s) according to PSA fiscal terms and relevant technical/production/cost etc scenarios
Assist (and drive as required) in resolution of commercial disputes with vendors, suppliers, etc.
Perform all or some of the responsibilities above and other related duties as assigned.

Requirements :

EDUCATION / EXPERIENCE

Minimum 10 years of experience in an oil company in Azerbaijan
High education qualification in Science, Engineering or Finance, preferably a Master’s Degree
Excellent command of Azerbaijani, English and Russian languages
Advanced computer skills (Microsoft Office, relevant ERP systems)




KNOWLEDGE / SKILLS

Knowledge and experience in the upstream oil and gas business generally, with emphasis on financial skills and oil sales experience
Knowledge of Azerbaijan PSA regimes and Company policies, procedures
Ability to model PSA economics
Skills and experience in dealing with various Azerbaijan governmental and commercial bodies
Quantitative orientation, with requisite attention to detail
Ability to think through issues and problems, devise appropriate solutions (including ‘out of box’ and innovative approaches), and implement in timely manner
Excellent communication skills, ability to prepare nd present results of work effectively to various audiences both in writing and verbally
Strong organizational skills and ability to multitask
Superior time management abilities and capable of meeting deadlines
Comfortable and effective in dealing in cross cultural situations and with multinational organizations
Able to work independently, but possesses a collaborative mindset and can work well as part of a broader management team
Able to manage functional organization and to develop subordinates’ capabilities.
