Job Description

Job Summary:
Contracts Specialist is responsible for working with key stakeholders in order to understand their requirements, compile specifications, facilitate vendor selection and negotiate terms and conditions of the various Contracts. Contracts Specialist will be reporting to Procurement and Supply Chain Manager.

Responsibilities :

Review and negotiate terms and conditions of the Contracts;
Review cost proposals and pricing information;
Prepare and administer contracts and purchase orders with specific vendors;
Compare bids from vendors and determine, or assist with determination, to whom contracts will be awarded;
Evaluate vendor proposals to ensure that all requirements are met;
Confirm that terms and delivery dates as well other data are accurate;
Evaluate competence of vendors and review their invoices for accuracy;
Maintain database regarding vendors performance and quality of product(s);
Perform other related duties as assigned.

Requirements :

Required experience and skills:
Extensive knowledge of contract mechanisms, types and applicable payment methodology, bonds where applicable and procedures;
Excellent command of Azerbaijani and English (Russian is of advantage);
Highly developed interpersonal and communication skills;
Experience in pre-contracting processes (tenders, bids, contemplating contracting strategy, ITT, letters of award) as well as Contracts administration (ensure the works are done on schedule and within budget, Contractor’s KPIs);
Knowledge and experience in bidders’ pre-qualification and due diligence processes.
Bachelor’s degree in Business Administration, Accounting, or related field;
5 or above years of relevant experience in Oil & Gas industry (Upstream experience is desirable);
Minimum 3 years of work experience in Procurement department.
