Job Description
A successful candidate shall
oversee development, implementation & enforcement of Health, Safety &
Environmental (HSE) Management System. He shall ensure all HSE related policies,
processes, techniques, guidelines, standards & procedures in order to
improve HSE culture within the company and ensure safety in production
operations.
Responsibilities :

• Developing, improving and implementing & enforcing of Health, Safety & Environmental (HSE) policies, techniques, guidelines, standards, regulations & procedures
• Develop, optimize & administrate HSE Management Plans (quarterly, annually) & Strategic objectives.
• Monitor execution of operating procedures, assets working plans/schedules, Job Method of Statements.
• Conduct HSE facilities inspections; Lead Incident investigation, generate reports & preventive actions plan.
• Identify HSE Training needs & create training requirements/plans; Organize HSE training process.
• Lead Risk Assessment process, Job Safety Analysis, Work Authorization system, Permit to Work System
• Conduct HSE audits and inspections including observation, intervention, inspection & auditing, reporting and follow up procedures.
• Plan, conduct crisis/emergency exercises & drills, ensure general preparedness for emergencies.
• Lead an integrated HSE team providing clear direction on HSE risks and objectives, managing an HSE flow to work pool and HSE related activity backlogs.
• Build and maintain local business relationships to achieve company’s HSE goals.
• Ensure a proactive and visibly adaptable HSE leadership to operating business leaders across leadership teams.
• Drive HSE integration across Production, Operations, Projects and Wells.
• Ensure integration with central HSE team and alignment with corporate HSE objectives.
• Lead local operating business HSE performance management.
• Frequent site/field visits (up to 50-70% of working time), gather data from a range of sources through site assessment.
• Coaching & training in various HSE matters & subjects.
• HSE motivation & encouragement of employees at all levels, conducting safety meetings, safety orientation etc.
Requirements :
Required experience & qualifications.
• HSE experience in total – at least 10 years.
• Extensive operational experience in Oil and Gas – at least 5 years.
• HSE site/field experience – at list 5 years.
• Work experience in HSE managerial roles preferably in Oil & Gas industry is advantage.
Skills and knowledge:
• Outstanding leadership skills, with the ability to develop people, manage change and build a strong and inclusive team.
• Experienced in development and implementation of HSE Management Systems and associated best practices.
• Advanced technical knowledge/experience in hazard identification, with detailed knowledge of HSE practices and procedures and delivery of safety programs.
• Practical skills of regulatory interfaces and industry trade bodies including governmental regulation.
• Experience in leading multidisciplinary teams and driving integration at the regional HSE level.
• Great customer management skills and experience, and ability to build effective relationships based on trust and honest discussions.
• Strong communication skills, with ability to interface and connect with diverse teams to prioritize resources appropriately.
• Great awareness of Contractor Safety Management, Sustainability/Environment and Social, Industrial Hygiene, Occupational Health, and Emergency Response.
Required education and competencies:
• A university degree in HSE related field, or Engineering Science.
• HSE certification such as OSHA, IOSH, CSP, IEMA, NEBOSH accreditation or equivalent.
• Knowledge of ISO 45001 and 14001 requirements.
• Fluent in English and Azerbaijani.
• Computer skills is a must (MS Office, web, other related).
