Job Description

International construction company is looking for an experienced Project Manager to plan and supervise the execution of a wide range of construction projects in Azerbaijan. The successful candidate will organize and oversee construction projects and ensure they are completed in a timely and efficient manner. He/she will also oversee financial budgets, coordinate contractors, and supervise the construction process.
The first project is in the Jabrail region and entails the rebuilding of a town including construction the single-family homes, public budlings and complete infrastructure.

Responsibilities :

Tasks and responsibilities:
Overall responsibility for the execution of construction project ensuring that project deliverables are met, and project is completed within technical specifications, time and budgetary constraints
Continuous on-site supervision of construction project
Perform continuous risk management to minimize project risks
Determine resource requirements (manpower, equipment and materials) from start to finish with attention to budgetary limitations
Plan all construction operations and schedule intermediate phases to ensure deadlines will be met
Implement measures to improve the organization of work on the construction sites
Build and lead the project management team of professionals of different disciplines to achieve the best results
Secure all necessary construction permits and licenses
Must ensure work is performed according to applicable laws and regulations
Organize execution of orders of inspection services, supervision and technical control
Negotiate contracts with vendors and subcontractors
Hire contractors and other staff and assign responsibilities
Supervise the work of the project management team, employees and subcontractors and maximize productivity and give guidance when needed
Coordinate internal resources and third parties/vendors for the flawless execution of projects
Oversee and evaluate construction projects’ progress and provide detailed reports on timeline, project progress, cash flow, profitability and reconciliations
Create and maintain comprehensive project documentation and ensure appropriate documentation flow
Ensure strict adherence to all health and safety standards
Improve worker productivity and ensure compliance with building and safety codes
Close cooperation with other internal functions including technical preparation, implementation, procurement, design, legal and finance departments
Responsible for professional development of direct reports
Improve work processes and information flow at the company
Carry out the instructions of the General Manager

Requirements :

- Civil Engineering degree (MSc) – others engineering disciplines may be considered with sufficient civil construction experience
- 10+ years construction industry experience
- 5+ years project management experience in construction industry
- 3+ years in a similar role
- Knowledgeable and up-to-date on all construction methodologies and procedures
- Experience managing large scale multi-unit residential/office/commercial construction projects
- Experience managing public procurement construction projects is a distinctive advantage
- Extensive experience managing budgets for large scale construction projects
- Proven experience as construction project manager
- Strong knowledge of construction processes, materials, and equipment
- Commitment to quality and health and safety standards
- PMP or equivalent certification will be an advantage
- Azerbaijani national
- Fluency in Azerbaijani, Russian, and English
- Good command of English is a non-negotiable requirement. Must be able to clearly communicate in English both verbally and in writing
- Expert user of MS Office/Office 365, AutoCAD, MS Project
- Category “B” driver’s license
- Solid organizational skills including attention to detail and multi-tasking skills
- Team player with strong leadership abilities
- Ability to work under pressure
- Outstanding communication and negotiation skills
- Strong systematic problem-solver
- Proven ability to design, organize and manage work processes
- Interest in further professional development
- Willingness to spend extended time on location at the project site in Jabrail region
