Job Description

Position Overview
The CBDO serves as a key member of the Cluster’s Executive Leadership Team, responsible for identifying, structuring, and executing strategic growth opportunities across the cluster’s business lines — Internet Services, Software Solutions, and Hardware Distribution.
The CBDO ensures alignment between commercial expansion, innovation, and the overall strategic direction set by the Board.

Responsibilities :

Key Responsibilities
1. Strategic Growth and Partnerships
Develop and execute a cluster-wide business development strategy aimed at geographic expansion and revenue diversification.
Identify and negotiate strategic partnerships, joint ventures, and acquisitions within telecom, IT, and AI ecosystems (local and international).
Lead entry into new verticals.
Align business development initiatives with the cluster’s long-term investment and innovation roadmap.
2. Commercial Strategy and Revenue Growth
Build sustainable revenue models for each subsidiary. 
Lead pricing, channel development, and partnership monetization strategies.
Oversee development of go-to-market strategies for new products and digital platforms.
Track and optimize customer acquisition cost, ARPU, and profitability per segment.
3. Investor Relations and Market Intelligence
Represent the cluster in discussions with investors, development funds, and venture partners.
Prepare investment decks, financial models, and cluster growth projections in collaboration with CFO and CEOs.
Oversee market research to anticipate technological shifts and competitive threats in telecom and digital infrastructure.
Translate insights into actionable expansion or diversification decisions.
4. Business Architecture and Corporate Synergy
Foster synergy between cluster companies by creating integrated commercial offerings. 
Collaborate with CTO and CEOs to define scalable product architecture supporting cross-company service bundles.
Ensure customer data intelligence, CRM systems, and digital channels are unified across the group.
5. Leadership and Governance
Lead and mentor business development, sales, and marketing teams across subsidiaries.
Establish measurable KPIs (revenue growth, partnership pipeline, ROI, innovation index).
Report to the Board on business development performance, pipeline status, and strategic recommendations.
Uphold cluster’s governance standards and compliance with competition and telecom regulations.

Requirements :

Qualifications
Master’s degree in Business, Economics, Engineering, or related field (MBA/EMBA preferred).
10+ years in business development, strategic partnerships, or corporate growth, ideally in ICT/Telecom/Software sectors.
Proven track record in closing strategic deals (M&A, JV, cross-border partnerships).
Strong understanding of B2B/B2G markets, digital transformation, and emerging technologies.
Excellent negotiation, stakeholder management, and financial modeling skills.
Fluency in English; Azerbaijani and Russian are strong assets.

Works closely with: CEOs, CFO, CTO, CHRO, and Cluster Strategy Office
