About the Role
We are looking for an experienced Head of Procurement to lead and develop the procurement function of a manufacturing company.
The successful candidate will be responsible for developing procurement strategies, managing key suppliers, ensuring the timely supply of raw materials and equipment, optimizing procurement costs, and leading the procurement team.

Develop and implement the company’s overall procurement strategy in line with business and production requirements.
Manage procurement of raw materials, components, equipment, spare parts, packaging and other materials required for production.
Identify, evaluate and develop local and international suppliers.
Lead commercial negotiations with suppliers and achieve competitive pricing and favorable contractual terms.
Develop long-term relationships with key strategic suppliers.
Monitor supplier performance, quality, delivery schedules and compliance with agreed terms.
Identify opportunities for cost reduction, supplier optimization and procurement process improvement.
Manage and optimize the procurement budget and purchasing costs.
Lead tendering, RFQ/RFP processes and supplier selection.
Ensure timely availability of materials to support uninterrupted production.
Work closely with Production, Finance, Logistics, Warehouse, Quality and other departments.
Monitor market prices, raw material trends and supply risks.
Develop alternative suppliers and sourcing strategies to minimize supply-chain risks.
Establish and monitor procurement KPIs and prepare regular reports for senior management.
Develop and manage the procurement team, setting objectives and ensuring high performance.
Ensure compliance with company procurement policies, procedures and internal controls.
Drive digitalization and improvement of procurement processes and reporting.
Requirements :
Requirements:
University degree in Supply Chain Management, Procurement, Business Administration, Economics, Engineering or a related field.
8–10+ years of experience in procurement, preferably within a manufacturing, industrial, FMCG or similar environment.
At least 3–5 years of experience in a managerial / leadership position.
Strong experience in procurement of raw materials, production materials, equipment and spare parts.
Proven track record in strategic sourcing, supplier management and cost optimization.
Strong experience in commercial negotiations and contract management.
Good knowledge of local and international supplier markets.
Experience with import procurement, logistics and customs procedures is an advantage.
Experience with ERP systems (SAP, 1C or similar).
Strong analytical and financial skills, including spend and cost analysis.
Excellent leadership, negotiation and communication skills.
Ability to manage multiple priorities and work effectively with cross-functional teams.
Fluent Azerbaijani , English; Russian -upper-intermediate
Strong MS Office skills, particularly Excel.
CIPS or other procurement/supply chain certification is an advantage.
